Arizona Program Information
What are the eligibility requirements?
You may be eligible for ILOB services if you meet ALL of the following requirements:
- You are 55 years of age or older and have a significant visual impairment
- Your visual impairment substantially limits your ability to be independent
- You require ILOB services to become or remain independent
- You are able and willing to participate in ILOB services either in your home and/or in an office setting

Step 3: Participate in the intake process
Step 4: If found eligible, the participant will be assigned to a Rehabilitation Instruction Specialist
What documentation is required?
There are no documentation requirements. However, an eye and/or low vision report is strongly recommended.
What services are available?
- Services ILOB provides:
- Rehabilitation Teaching - teaches daily living skills such as communication, reading, writing, time management, food preparation, appliance use, cleaning, grooming, self-care, medication management, mail management, etc.
- Orientation and Mobility - instruction on safe travel skills, special awareness, and navigating the environment while providing considerations to an individual’s specific needs.
- Assistive Technology - instruction on technology such as computers, smart devices, and software applications for those who are blind or have low vision. Adaptive aids and devices may be provided to enhance independence.
- Orientation and Adjustment to Disability - provides individual support through counseling while working with an instructor in one of the other service settings, or provided in a group setting to gain support from peers and learn about resources, advocacy, and an opportunity to interact with others with similar disabilities.
Services are provided through DES staff and contracted vendors. DES staff provide services in the client/family home or community, virtually in group settings at the Phoenix office, in group settings at community events, and at White Cane training at conferences.
Contracted providers provide services in the client/family home or community
individually, or in a group setting at the provider location
