The Department of Human Services' Division of Rehabilitation Services offers several programs to assist individuals who are blind or visually impaired.  These services include: Vocational Rehabilitation, Independent Living Services, Deaf-Blind Services, Newsline for the Blind and Visually Impaired, and Tennessee Business Enterprises

What are the eligibility requirements?

Individuals must have a significant visual impairment, meeting one of the following:

  • Blindness in both eyes, no light perception.
  • Blindness in both eyes, with correction no more than 20/200 in the better eye or limitation in visual field within (20) degrees.
  • Blindness in one eye, other eye defective; better eye with correction 20/60 or less, or corresponding loss in visual field of (60) degrees or less.
  • The corrected vision will not permit the individual to obtain a driver’s license for visual reasons.

The individual must have limitations related to vision loss and a reasonable expectation that independent living services will significantly assist the individual to improve their ability to function independently in the home or community

What is the process for applying for services?

Call to make a referral and schedule an application or intake appointment.

What documentation is required?

Documentation of vision loss is needed to determine applicants’ eligibility for services.

Available services:

  • Guidance and Counseling
  • Functional Low Vision Evaluations
  • Orientation and Mobility Services
  • Instruction in Communication Skills such as use of recording devices, books in alternative formats, writing skills, etc.
  • Instruction in Daily Living Skills
  • Leisure Time Activities
  • Information and Referral to coordinate referrals and services with other agencies.
