What are the eligibility requirements?
In order to determine eligibility for services from Office for the Blind and Visually Impaired (OBVI), one of the following must be documented or observed:
- The individual has central visual acuity of 20/70 or less in the better eye, with best correction; or
- The individual’s field of vision is constricted to the point that it interferes with daily living activities; or
- The individual has a permanent and/or progressive visual impairment, which impedes independent living.
The person must be 18 or older and reside in Wisconsin.

What is the process for applying for services?
- Contact the local Rehabilitation Specialist serving that county.
- Provide the information necessary to initiate an assessment to determine eligibility.
- Be available to complete the assessment process.
What documentation is required?
No documentation is required. The most recent report from an eye doctor is desired but not required.
What services are available?
- Comprehensive skills assessment.
- Indoor Orientation and Mobility: Teaching safe and efficient travel skills using methods and techniques that maximize safety in the community.
- Activities of Daily Living: Teaching personal, and home management skills, as well as skills transferable to the work setting (labeling, filing, and organizational skills)
- Communications: Braille literacy and improving handwriting or use of signature, budgeting and check writing, use of recording devices, learning ways to use a computer, smartphone, and other electronic devices.
- Counseling and Vocational Exploration: Identifying and developing reasonable goals and appropriate accommodations to vocational outcomes.
- Low vision services: Identification and one-on-one training with specialized optical equipment and lighting techniques, use of specific filter sunglasses, referrals to low vision therapist or optometrist
- Assistive Technology Services: Assess need for, recommend, and provide training on assistive technology as it relates to visual impairment to assist in all areas of daily living. Purchase of assistive technology for training, skill development, and independent living
- Adjustment and Support Groups: Groups for individuals and/or family
- Social Skills: Skills of interviewing, developing resources, and leisure time management
